👥 Civic Duties and Responsibilities

Citizens, as stakeholders in the system of governance, are entitled to certain rights. It is essential to ensure that these rights are protected and delivered in a fair, timely, and effective manner. Any actions that undermine these rights should be prevented, while responsible exercise of civic rights should be encouraged and upheld.

At the same time, citizens have certain duties and responsibilities toward society and the nation. These obligations are collectively referred to as civic duties. Fulfilling these duties voluntarily and conscientiously is the hallmark of a responsible and exemplary citizen.

 Article of the Indian Constitution 51A (1976)

  • Show respect for and abide by the Constitution of India and its fundamental values; refrain from any act of disrespect or violation; and uphold the ideals that inspired the national freedom struggle.
  • Protect, preserve, and refrain from damaging public property.
  • Safeguard and preserve the nation's historical and cultural heritage.
  • Protect natural resources, forests, wildlife, and maintain ecological balance, ensuring their conservation for future generations.
  • Uphold the dignity and status of women and oppose all forms of discrimination, violence, and practices that are derogatory to women.
  • Reject superstition and harmful social practices; promote scientific temper, humanism, and the spirit of inquiry and reform; and strive for excellence in both individual and collective endeavors.
  • Uphold and protect the sovereignty, unity, and integrity of the nation; promote communal harmony and the spirit of brotherhood among all people; and be prepared to render national service whenever required.

🏛️ Panchayat Raj Act (1994, 1999)

The Kerala Panchayat Raj Act, 1994 defines the duties and responsibilities of citizens residing within the jurisdiction of a Gram Panchayat. As a citizen of a Panchayat, every resident is expected to fulfill the following responsibilities:

  • Participate in the Gram Sabha and take an active role in the local self-government process, thereby strengthening participatory democracy.
  • Prevent tax evasion and pay taxes promptly to ensure the Panchayat's own-source revenue.
  • Assist the Panchayat in development activities by contributing personal effort, physical resources, financial support, and voluntary labour wherever possible.
  • Participate actively in the processes of planning, implementation, monitoring, and evaluation of development programmes.
  • Avoid causing public nuisance, obstructing public life, or dumping waste in public places, and remain vigilant against such practices.
  • Cooperate with the Panchayat in promoting sanitation, disease prevention, nutrition, literacy, legal awareness, and dispute resolution initiatives.
  • Support the successful conduct of social audit processes.
  • Oppose fundamentalism and divisive forces, and promote social harmony, unity, and inclusive development.
  • Remain vigilant against corruption and maladministration through lawful means and help ensure democratic local governance.
  • Cooperate in the protection and proper maintenance of natural resources and public infrastructure, including public transport systems, and prevent their misuse.
  • Promote and practice thrift, avoid extravagance and wasteful consumption, and participate in self-reliance and community development initiatives.
  • Stand united against social evils such as alcoholism, drug abuse, dowry, violence against women, child labour, and discrimination against marginalized communities.
  • Participate in environmental conservation programmes and help maintain ecological balance.
  • Cooperate in the accurate collection, compilation, and consolidation of statistical data, and refrain from providing false information or encouraging misinformation.
  • Extend assistance and support to people affected by natural disasters.
  • Encourage and promote cooperative practices and the habit of savings.
  • Contribute land for public development projects when required in accordance with the law, and refrain from illegally encroaching upon public land.
  • Organize and strengthen neighbourhood groups, self-help groups, and mutual aid groups.
  • Refrain from antisocial behaviour such as spitting, urinating or defecating in public places, consuming alcohol, or smoking in public spaces.
  • Avoid slaughtering animals openly in public places and refrain from displaying meat or meat waste in a manner that creates public nuisance or health hazards.
  • Ensure that pets, domestic animals, and birds receive the required vaccinations and obtain the necessary licences for keeping them.
  • Comply with all applicable laws and regulations, and neither encourage nor assist others in violating them.
  • Uphold gender equality and justice, and actively participate in initiatives that promote equal rights and opportunities for women and men.
