Institutional Structure of a Grama Panchayat

Panchayat Secretary
Assistant Secretary
Assists with the administrative and office activities of the Panchayat. Serves as the Member Secretary of Kudumbashree and coordinates various welfare schemes. Also performs the responsibilities for implementing Scheduled Caste development projects.
Head Clerk
The Head Clerk supervises the daily office activities of the Panchayat. Coordinates file procedures and the functioning of office sections. Also supervises and controls the work of the staff.
Accountant
The Accountant manages the financial transactions and accounts of the Panchayat. Prepares and maintains income and expenditure statements. Organizes the budget, tax, and financial records.
Clerk
The Clerk handles the files and records of the Panchayat. Manages tax collection, applications, and office registers. Performs ward-level responsibilities and service-related activities.
Senior Clerk
The Senior Clerk supervises office records and administrative procedures. Coordinates the functioning of various office sections. Handles the scrutiny and processing of important files.
Office Attendant
Assists with the daily office activities of the Panchayat. Performs tasks such as transferring documents and arranging the office. Provides general support for the activities of the office.
1. Gram Sabha
The Gram Sabha is the general meeting of the people of the Panchayat. It discusses development projects, public needs, and welfare activities, and makes recommendations.
2. Grama Panchayat Committee
The Grama Panchayat Committee is the governing body consisting of elected representatives. It manages the development and administrative affairs of the Panchayat.
3. President and Vice President
